China`s higher education administrative system has undergone many reforms since October 1949, including the current one that began in 1993. Since "changes, twists, and reversals" were common characteristics of all previous reforms, the author considers whether the new reform will be smoothly implemented or result in another policy reversal. The evolution, the core problems, and the current situation of the Chinese higher education administrative system are also discussed. Finally, the orientation and impacts of the current reform are evaluated.
