文官政治認知是否與行政中立的價值衝突？ 以2008年台灣政府文官調查為例

Abstract

本研究基於循證研究（evidence-based research）的立場，意圖從2008年台灣文官調查的資料，以價值衝突的角度，透過探索性因素分析、皮爾森積差相關分析與結構方程模型等方法，檢視台灣文官行政行為中是否存在政治認知與行政中立行為的價值競逐與衝突。根據分析結果，本研究的模式與研究假設均獲得資料的支持：全台灣的文官系統，特別是委任的文官，其偏差的政治認知對其行政中立的行為有直接且負面的影響效果。最後，本研究根據研究結果提出未來研究的建議。

his paper attempts to address the research question: “are political understandings of the bureaucrats incompatible with weberian model of administrative neutrality” by analysing the database of the 2008 Taiwan Government Bureaucrat Survey (TGBS)” from the statistical techniques of exploratory factor analysis, Person’s correlation and structural equation model (SEM). Analysis on overall effect not only demonstrates that the theoretical model fits well but also indicates that the partisan political understandings of the bureaucrats lead significant negative effect on administrative neutrality. Finally, the policy recommendations and future research agendas are discussed in conclusion.
