Abstract: 近年來在金融風暴與歐債危機衝擊下,全球景氣一片低靡,各國紛紛提出了許多刺激景氣復甦、提振產業經濟的政策方案,以穩定國家整體經濟發展。其中,如何鏈結學研之研發成果與創新產業,成了各國振興經濟的重要政策之一。因此,本文透過創新生態系統的觀點,透過質化分析的方式,針對產業化機制與現況從事深入分析,提出研發成果產業化模型,並提出相關政策建議。此外,觀察科技先進國家科技治理的策略與政策現況,與國內目前面臨的問題與障礙,指出新創事業早期資金的重要性,以作為我國推動政策之參考。本文以創新生態系統的觀點提出一個初探的模型,強調成員間的互動與共存,以提供一個整合性的觀點說明研發成果產業化的初步架構。
In recent years, the financial crisis and the European debt crisis, a sagging global economy, countries have put forward many stimulating economic recovery, boosting industrial and economic policy options to stabilize the country's overall economic development. Among them, how to link research output and industrial innovation has been an important policy to revitalize the national economy. Therefore, this study adopt qualitative analysis approach from innovation ecosystem perspective to explore industrialization mechanisms and current situation, and propose the industrialization of research output model and make relevant policy recommendations. In addition, we observe advanced countries' the S&T governance strategy and policy and our country' problems and obstacles to point out the importance of early funding of new ventures, as policy of promoting a reference. In this study, proposes an innovation ecosystem preliminary model, emphasizing the interaction and coexistence among members, to provide an integrated view to describe the preliminary architecture of industrialization of research output.
