摘要: 在1970年代,許多國家(不僅止於西歐國家)的政府面臨財政問題,削減公共開支被視為一項必要的矯正,而改善公務部門的績效成為政府一項優先考量的目標。1980年代,一直被指為「 已開發國家公共官僚的紊亂年代(tumultuous decade for public bureaucracies)」,官僚型模被當前政治領導者視為公務部門強化管理績效的障礙。1980年代末期和1990年代早期已見証了先進國家公務部門的轉換,僵化的、官僚的公共行政主宰大部分的二十世紀,轉變為彈性的、以市場為基礎等型式的公共管理,由官僚提供政府的服務和財貨並非唯一方式,私部門開發的彈性管理制度逐漸受到各國政府重視及採用。
