| Abstract: | 本論文是以一種個案研究的形式，將針對英國全民健康服務體系（National Health Service，以下簡稱NHS）從1948年到1990年的制度演變歷史進行一個經驗個案的制度分析，企圖解答下列的研究問題：一項人類的制度是如何被改變的？為何要改變？是在怎樣的情況下被改變？其結果又是如何？簡言之，制度變遷的條件與限制為何？整個論文的分析與論證基調，主要是在「歷史制度論」（historical institutionalism）和相關公共政策分析途徑所提供的一些理論概念的指引下，進一步將上述的研究問題具體化為下列三項個案研究的分析主軸： |
