Abstract: 中國的「對口支援」制度始於1970年代末期,原本是由中央政府主導,借助東部經濟較發達的地區,透過資金、技術與人才的轉移,以特定地方對地方的方式,援助西部貧困地區,特別是西藏與新疆。近年來,此種帶有「計畫經濟」精神的政策不僅沒有消失反而更加強化,其代表著中央政府權威的展現,也是中國大陸經由地方政府間合作處理公共問題的重要機制;就實際運作而言,目前「對口支援」可區分為對邊疆地區、因應重大工程與重大災害等三種模式。 本研究認為「對口支援」是我們觀察中國政經運作與府際關係的重要視角,但相關的學術研究成果卻極少;因此,本計畫將透過各種實證資料的蒐集以及理論對話,針對「對口支援」的決策、執行以及模式等進行分析,以建構一種由中央、省、地與縣級政府所組成的「多層次」府際關係圖像。此外,本計畫亦將透過「對口支援」的邏輯,解析近年來隨著兩岸關係解凍後大陸各省市「對台採購」的現象,期待能更深一層理解當前中共對台的政經運作策略。
The “ partner assistance”system began in the late 1970s, is a kind of inter-governmental relations with Chinese characteristics. It led by the central government, with the eastern areas providing assistance across various fields to the western regions, particularly in Tibet and Xinjiang. In recent years, with such a “ planned economy” ideology and policies is not only not disappeared but more to strengthen. It has played an important role during the migration from Three Gorges area, post-disaster reconstruction and adjusting regional relations. This research suggests that “ partner assistance”is an indispensable perspective to interpret the China’s political economy and intergovernmental relations, but there are academic research rarely. To fill the gap, this study develops a new framework to analyze the empirical observations and theoretical dialogue. It will offer us a viewpoint to explore the dynamic of intergovernmental relations in contemporary China.
