權力與貪腐的共生－俄國政治運作中的系譜圖像

Abstract

貪腐被視為腐壞社會公平正義的蠹蟲，破壞法律制度的毒藥。一個\r\n國家的廉潔程度常以貪腐程度作為評判的主要指標，每年國際機構\r\n也會針對各國政府的廉潔度進行評比報告。\r\n例如，俄羅斯在歷年的評比中都處於後段部分，2012年在176個國家\r\n中排名133，積分為28。與白俄羅斯(Belorus, 123/31)，亞塞拜然\r\n(Azerbaijan, 139/27)為同一級。雖然略好於塔吉克(Tajikistan,\r\n157/22)，烏克蘭(Ukraine, 144/26)，吉爾吉斯(Kyrgyzstan,\r\n154/24)，土庫曼(Turkmenistan, 170/17)，烏茲別克(Uzbekistan,\r\n170/17)，卻落後於莫爾多瓦(Voldova, 94/36)，哈薩克\r\n(Kazakhstan, 133/28)，亞美尼亞(Armenia, 105/34)。（資料來源\r\n：<http://www.transparency.org/cpi2012/results>）換句話說\r\n，前蘇聯各加盟共和國在獨立後，大部分的國家仍處在貪腐籠罩的\r\n政治社會氣氛之中。\r\n這種貪腐氣氛的運作有其一定的歷史文化背景與政治現實，本文將\r\n以俄羅斯為案例，就蘇聯解體後貪腐的問題進行討論。\r\nAfter 20 years of Political transformation, social change\r\nand economic change, Russia as the core of the former\r\nSoviet Union countries, we can basically find the\r\nphenomenon in both political and social functioning :\r\n1.Corruption plays an important role in the political and\r\nsocial functioning and can’t be eradicated;\r\n2.A powerful leader as the core group political with other\r\npolitical elites control important political power and\r\neconomic resources .\r\nAccording to the results of studies we can deconstruct the\r\nsymbiosis of corruption and concentration of political\r\npower in contemporary Russian Federation.
