| dc.description.abstract | 美國名外交家杜勒斯曾說﹕「聯合國憲章代表人們最有決心的及最有希望的努力。以便挽\n 救人類於戰爭的慘禍，並於國家之間建立正義」。(註一)在另一方面，美國退伍軍人協會\n 前任會長威爾遜(Donald Wilson)曾說:「聯合國自始是一個騙局，在其實際工作上是一個\n 偽善者，它第一次曾以神聖的美國人的血染紅了韓國的山邱，它的下場可能是一個鬧劇」(\n 註二)。聯合國已經有二十年以上的歷史。「仁者見仁。智者見智」。關於聯合國的組織及\n 其活動。站在不同的角度，可以有不同的看法。本文並不企圖對聯合國在過去二十年內的\n 組織及活動作一般的敘述。祇是檢討幾個其有代表性的問題，藉以顯示今日聯合國的面貌\n 。顯然、它與金山會議中制憲者構想的聯合國頗有出入。甚至它與十年前的聯合國也大不\n 相同。\n | |
