| dc.description.abstract | 聯合國會員國中唯獨中華民國憲法有尊重聯合國憲章的明文，聯合國無疑地是我外交重點之一，我在聯合國最重要工作莫過於確保我在該組織中的合法地位－維護我在聯合國的代表權。聯合國大會討論所謂中國代表權問題已有十四年，第一年委員會研究未能提出任何建議，接著十年緩議：進入實質討論階段又已三年。蘇俄及親共國家提出本問題的方式不止一端，各國向背顯然已有定型，本文簡要敘述歷屆大會處理本案及我維護合法地位苦鬥的經過。按本問題在轉入大會之前曾先在安全理事會提出，故自安全理事會始。 | |
