This research examined the relationship between public sector operations, administrative performance and many aspects of citizen participation in Taiwan. The measure constructs included human quality of public servants, innovation adoption in public sector, public ethic, faith in citizen participation, active citizen participation. This research suggested five alternative models and used the statistical tool of tructural equation modeling to verify which one is the optimal model. The result showed that model 5 was the optimal one. We tested the proposed hypotheses in this research by the casual relations constructed at model 5, and we found that the active citizen participation was positively affected by faith in participation and it was negatively affected by administrative performance. This article finally tried to explain the paradoxical effect of administrative performance on active citizen participation.
