日期: | 2007 | 上傳時間: | 9-May-2016 | 摘要: | 1947年11 月29日聯合國通過第181號決議案，將巴勒斯坦分割給猶太人和巴勒斯坦人，從此造成中東地區的紛爭。美國自第二次世界大戰後介入中東地區，歷任杜魯門、艾森豪、甘迺迪、詹森、尼克森、福特、卡特、雷根、布希及柯林頓等10任美國總統介入中東事務，其中以艾森豪總統1957年提出的艾森豪主義、1967年詹森總統發表的中東五點和平原則、1969年尼克森總統的羅吉斯計畫及1973年季辛吉的穿梭外交、1978年卡特總統的大衛營協議、1982年雷根總統的雷根計畫、1988年國務卿舒茲發表的舒茲和平計畫等中東和平政策最具代表性，但是都無法促成中東地區的和平。\n1991年冷戰結束，蘇聯瓦解，美國成為唯一超級強國，良好的國際環境，美國中東能源的需求、柯林頓個人政績的追求等因素，促使柯林頓政府接續布希政府的馬德里和會積極介入中東地區推動以巴和平進程，期間美國以「胡蘿蔔與大棒」、「以土地換和平」為策略，促使以巴雙方於1993年9月13日簽訂「以巴自治協議」、1994年5月4日簽訂「開羅協議」、1995年9月28日簽訂「塔巴協議」、1997年1月15日簽訂「希布倫協議」、1998年10月23日簽訂「畏河協議」及1999年9月5日簽訂「夏姆錫克協議」等6項協議；當然，柯林頓政府不願意也不能夠對以色列施加足夠的壓力、以及以巴和談是按照先易後難、循序漸進的方式進行，最後導致談判問題過於繁多、大衛營談判無果而終也與柯林頓總統任期即將結束有關等因素，致使以巴無法達成永久和平。\n本論文共分六章，茲將其內容分述如下：\n一、第一章為導論，主要介紹本文研究動機與研究目的、研究方法與章節安排、研究範圍與所遭遇的限制，並說明資料的來源等。\n二、第二章為美國中東和平政策之回顧，以時間區分為四階段，1947年至1966年為第一階段；1967年至1972年為第二階段；1973年至1981年為第三階段；1982年至1992年為第四階段。\n三、第三章為柯林頓政府推動以巴和平進程之背景，良好的國際環境為柯林頓政府創造了介入中東和談的契機，接著馬德里和會的召開，美國能源的需求，柯林頓個人的人格特質等因素，讓柯林頓政府得以推動以巴和平。\n四、第四章為柯林頓政府推動以巴和平進程之策略與過程，「胡蘿蔔與大棒」、歸返土地換取和平、1993年以巴自治協議、2000年以巴最終和平協議草案，為柯林頓政府推動以巴和平策略與過程。\n五、第五章為柯林頓政府推動以巴和平進程之評估，說明柯林頓政府在以巴和平進程的努力中雙方獲得多少成果，政策上有何缺失，並評估面臨的挑戰。\n六、第六章為結論。\n\n關鍵詞：柯林頓政府、以色列、巴勒斯坦、以巴自治協議、以巴和平最終協議 | 參考文獻: | 壹、政府出版品與文件\nDepartment of State Bulletin.
