Title: 1973-1999年東南亞經濟體國際旅遊競爭力之研究

Abstract:   在1973至1996年期間,雖然東南亞七經濟體國際訪客總人數及其佔全球市場的比率皆穩定地成長,但該地區不同經濟體國際旅遊競爭力的相對表現卻消長互見。在1997東南亞霾害與金融危機相繼發生後,至1998年底,東南亞七經濟體國際訪客到訪總人數、該地區國際訪客到訪總人數佔全球市場的比率及香港、新加坡、馬來西亞與印尼在該地區的國際旅遊相對競爭力皆顯著下降;但台灣、菲律賓與泰國的相對競爭力卻相當穩定或上升。在1999年,東南亞七經濟體國際訪客總人數佔全球市場的比率仍持續下滑。就台灣而言,從1973至1999年,國際訪客人數佔東南亞七經濟體到訪總人數的比率呈現長期下跌趨勢;若以台灣在美國與日本市場佔有率與其他六東南亞經濟體作比較,台灣國際旅遊相對競爭力亦皆呈下降趨勢。本文首先根據消費理論,建立一包含國際旅遊的消費者決策模型;其次,依據此理論模型推導出國際旅遊相對競爭力的因果關係式;然後,參考既有文獻,建立實證模型;最後,則利用1973-1999年東南亞七經濟體資料,透過三階段最小平方法,分別探討各經濟體國際旅遊競爭力的影響因素。結果發現:(一)相對價格的影響將視消費者之旅遊目的及型態的不同而有所差異;(二)相對匯率的影響將視觀光旅遊支出是以當地貨幣或旅遊來源國貨幣計算而有所差異;(三)供給面因素對於國際觀光市場的確具有決定性影響,且對於不同來源國及不同目的國亦可能會有不同效果。依據上述實証發現,本文的政策性建議包括:(一)目的國為了有效提昇其國際旅遊競爭力,針對不同的來源國訪客,似乎應採不同行銷或提昇策略;(二)目的國在採取行銷策略以有效提昇其國際旅遊競爭力時,應將與鄰近經濟體的替代或互補關係及其觀光政策納入考量;(三)主管單位在規劃觀光政策措施時,應將政策效果期限納入考量;(四)匯率調整未必是提昇國際旅遊競爭力的有效工具。
