建構「無謀預的行政倫理」：新公共服務五對概念的比較與檢驗

Abstract

本文從公共行政、公共管理、與公共服務三種治理模式比較分析公共治理的不同方式及其利弊得失。其次，強調新公共服務五對概念之均衡與發展，特別是穩定與變遷、效率與正義、技術與人文精神、控制與自主性、理性與直觀，這五對概念的均衡發展對於公共治理過程中的決策思惟傾向相當重要。最後，作者呼籲建立發展無預謀的公共治理理論，以求接近真實的治理情境。

Comparatively analyzing, This papper is of cncern three goverance models, Its different way of goverance and strengths/weakness, From the viewpoints of public administration, public management, and new public service. Secondly, The author puts emphasis on the equilibrium and development of the five pairs concepts, especially, the concept of stability and change; efficiency and justice; techonology and humanism; control and autonomy; rationality and intuition. In the process of public goverance, it is very important for the mindsets of decision maker to keep these five pairs concepts in an equilibrium and dynamic development. Lastly, The author calls for developing of non-conspiracy theory with regard to public governanace in order to approach the true situation of goverance.
