Compared with other existing media such as newspapers, radio, or television, the importance of internet has been considered as the new fourth media by the United Nations in 1998. In October 2009, Finland legislated to protect the rights of using the Internet and also to guarantee its speed. Therefore Finland became the first country, which considered the rights of using the network as one of the fundamental rights of people. These facts indicate the popularization of the Internet has become the phenomena of globalization. The results will contribute to Cross-culture communication on the internet. Some linguists even consider that the network language will be a representative language in the future. In order to study the language changes in daily life, we chose the network chat rooms as a researching topic, in which the communicators use oral language expression. This research attempts to analyze features of the network languages, find out the common and the different features in Russian and Mandarin Chinese, and show the meanings of network language from the point of view for language research and teaching.
