摘要: 本文試從殘障讀者包括那些人談起,以界定殘障讀者推廣服務的對象;並說明為何要提供推廣殘障讀者服務的理由;此外,分析整個殘障讀者推廣服務的歷史背景;詳細探討殘障讀者需要那些服務方式;最後,針對殘障讀者推廣服務面臨的種種障礙,以及國內、外圖書館在推廣殘障讀者所遭遇的問題,提出加以討論。近來,「福利國家」的觀念日益倡導,它須要社會各界的瞭解及支持,讓它深植於每個人的心中,如此,殘障讀者才能受到重視,人人平等的理念才能真正落實。
The orientation of outreach services is unclear in our country, in addition, the handicapped users are small part, disadvantaged group and not similar to the regular. Base on the investigation, about 20 percent of the population has some form of handicapping disability. No matter the all society or the libraries, the handicapped persons are majority. The field of library and information services for handicapped peoples as `exotic`, certainly not mainstream. At present, the social welfare system of our country is not as good as Western. Public library is a part of social education, its users include all stratums in the society, also include handicapped or disadvantaged. No matter the exist users or the potential users, libraries emphasize must to provide the services. Confront these potential users-- the handicapped, libraries should how to `exploit`, this problem is worth to discuss. This article tries to introduce who are the handicapped users, to explain the reasons why to provide the outreach services of the handicapped users, to analyze the development of the outreach services of the handicapped users, to inquire into what services are the handicapped users need, and finally, to discuss the barriers that the outreach services of the handicapped users faced with and the problems of the libraries of internal and overseas.
