市場因素與一九九０年代以後中國裝備體系的改革

Abstract

從一九八0年代起, 中國就對其龐大的國防工業進行調整, 而引起世人的注意. 許多研究均以中國實施的[軍轉民]政策為中心, 詳細陳述和分析其國防工業改革的背景, 具體內容和結果, 特別是鼓勵其全部的國防工業體系內的企業和工廠把多餘軍品生產產能轉為生產民用產品的[軍轉民]政策內容和相關配合措施. 這種以[軍轉民]為主的對中國國防工業改革內容的分析固然有其特色, 但是, 無法管窺中國國防工業改革的全貌. 進入一九九0年代後期以後,中國對其國防工業, 乃至於裝備體系的改革有一個越來越清楚的圖形, [軍轉民]政策只是這整個體系改革的一部分. 因此, 有必要從更寬廣的角度觀察瞭解中國國防工業及裝備體系的調整. 本文主要探討兩個大問題: 其一是一九九0年代後期起, 影響中國裝備體系改革的因素, 及中國裝備體系具體調整的作為.

Since the 1980s, China has gone to great effort to transform its defense industry. Much related research placed their focus on defense industry conversion(DIC), analyzing the background, reform measures, and the accomplishment of the DIC. However, the DIC oriented analysis cannot present a broad picture for the direction of China`s defense industry transformation. This was particularly the case for the transformation during the 1990s. This article attempts to address the following two issues: how market oriented economic reform has affected China`s defense industry reform, and the latest reform measures.
