Title: 中國大陸七大地區外人直接投資於電子業之生產效率與技術外溢效果之研究

Abstract: 外人投資(FDI)在中國大陸經濟發展過程中,一直都扮演著重要的角色,其中台資企業在大陸投資電子業的影響更是顯著。然而,外資在大陸投資電子產業有很明顯的區位差異,因此,本文主要目的在探討大陸七大地區三資企業投資電子產業,所帶來的生產效率與技術外溢效果是否有所不同。本文運用1998-2006 年中國工業企業統計數據庫中之電子業廠商71,547 個樣本點,建構追蹤資料模型(panel data),並運用隨機邊界法(stochastic frontier approach)估計中國大陸本資、台港澳資及外資企業生產效率,藉以衡量FDI 之技術外溢效果。根據實證結果發現,三資企業對於大陸電子產業的生產效率有明顯的提升及技術外溢效果,而且外資企業的生產效率比台港澳資企業高;但是,台港澳資企業的整體技術外溢效果較大。同時,不同地區對於外人直接投資所帶來之外溢效果及技術移轉效果有很大的不同。
Foreign direct investment (FDI) has played a crucial role in the economic development of mainland China. Among others, the Taiwanese investment in electric and electronic industry (EE industry) is a significant one. Since there is a vivid regional discrepancy for Taiwanese investment in EE industry in mainland China, the purpose of this paper is to study the impact of FDI in EE industry on production efficiency and technology spillover effect for seven major regions in mainland China. This study employed a data set with electronic firms from Chinese Industrial Enterprises Database. We applied a panel data model and a stochastic frontier approach to estimate the production efficiency for domestic firms and foreign firms in EE industry in seven major regions with Chinese, Taiwanese, Hong Kong, Macanese and other foreign enterprises. The empirical results shown that there are positive spill-over effects and technology transfer from foreign direct investments in the Chinese electronic industry; however, the net effects are different from regions.
