Summary	一九三○年代以來，財經政策及計量經濟理論長足之發展，各種經濟活動之統計資料亦日益完善，致使政府當局掌握較多且較有效之經濟穩定手段。然一般權宜性財政政策(discretionary fiscal policy)存在預測不準確，時間落後及政治阻力等難於避免之缺陷，而財政收支結構中蘊涵相當之自動穩定作用（automatic stabilization）適能免於此等缺陷；故為學者所重視，並思有以強化之。
