摘要 國內對於「基本能力指標」或「基本學力指標」,以及教育部即將於九十學年度據以編製的「基本能力測驗」,其真正意涵仍不明確,各方看法分歧。再則,目前學術界對此抽象名詞尚未予明確界定,相關研究文獻不多,且針對「基本能力指標」進行概念分析之論著更少。本文以文獻分析方式針對「基本能力指標」之發展及名詞概念進行探究。文中首先簡介美國;澳洲;日本及若干國際性組織對於教育指標之發展情形,並探討國內的發展情況。其次針對「基本能力指標」的名稱;意義;功能;特性;類型;發展模式;建構原則;項目架構等逐一進行分析,以期藉由理論性探討,釐清「基本能力指標」的相關概念,並指出未來適切的建構方向。 Because the concepts of basic competency indicators are still ambiguous, and tests based on the indicators which Ministry of Education will put into practice on the 90th school-year are controversial, this article tries to discuss this topic. Furthermore, the literature and articles of basic competency indicators are so insufficient, that author is eager to complete this paper. This paper is based on the analysis of literature review to discuss the development and concepts of basic competency indicators. First of all, this article introduces the emphasis and development of educational indicators of several countries and some international organizations. Moreover, this article discusses the development in my country. Second, this article makes efforts to analysis the name, the meaning, the function, the characteristic, the type, the model, the construct principle and the item-structure of basic competency indicators. By this theoretical study, this article tries to clarify the related concepts of basic competency indicators and suggest the suitable way for its development.
