Ruifang District日期 2024 上傳時間 4-九月-2024 14:25:30 (UTC+8) 摘要 本文回顧了鄉村概念的發展、臺灣國土規劃體系以及鄉村地區整體規劃的相關文獻，全國國土計畫公告實施後，確立臺灣國土管制體系，此變動影響最大的即非都市土地範圍，爰國土計畫重點之一希望透過計畫引導非都市土地發展，惟目前其具體規劃方式尚在研擬中，本研究以鄉村地區整體規劃作業手冊操作步驟為指導，以新北市瑞芳區鄉村地區進行實證，指認人口集居聚落，並初步以前三大聚落分析特性及其管理策略，研究發現瑞芳區人口集居聚落存在發展課題，包括土地產權問題、基礎設施不足、災害潛勢高等，最後提出結論及相關建議，以期能促進瑞芳區鄉村地區人口集居聚落永續發展。
This paper reviews the development of the concept of rural areas, the land use planning system in Taiwan, and the relevant literature on overall rural area planning. Following the implementation of the National Land Planning Act, Taiwan established a national land management system, significantly impacting non-urban land areas. One of the focuses of the land plan is to guide the development of non-urban land. However, the specific planning methods are still under consideration. This study uses the operational steps of the Rural Area Comprehensive Planning Manual as a guide and conducts an empirical analysis in the Ruifang District of New Taipei City. It identifies population settlement clusters and preliminarily analyzes the characteristics and management strategies of the top three clusters. The study finds that Ruifang District's population settlement clusters face development challenges, including land ownership issues, insufficient infrastructure, and high disaster potential.
