摘要 隨著全球支付產業的快速發展和數位支付技術的普及,支付方式的多樣化帶 來了便捷與安全的交易體驗。然而隨著這些技術進步的同時也使信用卡詐欺交易 逐漸成為嚴重的問題。本研究探討目前信用卡無卡交易(Card-Not-Present,CNP) 詐欺的主要手法和類型,並針對這些詐欺手法,探索了現行防範措施和技術手段 的發展與限制。為了應對詐欺的手法變化,本研究將詐欺手法區分成第一方詐欺、 第三方詐欺及授權支付詐欺分別進行分析,由於詐欺手法上的差異,建議分別建 立不同的詐欺偵測模型,並建議建立信用卡詐欺相關數據的共享平台,以提升詐 欺偵測研究的進展。最後本實務報告研究參考歐盟及臺灣的防詐策略,提出建立 新型態的驗證資訊平台與政策上之建議,將詐欺者無法獲取或變更的資訊作為驗 證來源,並提出政策上的建議,阻止消費者因遭詐騙而持續提供驗證造成的困境。
As the global payment industry rapidly evolves and digital payment technologies become increasingly widespread, the diversification of payment methods has brought both convenience and secure transaction experiences. However, these technological advancements have also led to a significant rise in credit card fraud transactions. This study examines the main tactics and types of card-not-present (CNP) fraud currently in practice and explores the development and limitations of existing preventive measures and technological solutions. In response to the evolving types of fraud, this study categorizes fraudulent methods into First Party Fraud, Third Party Fraud, and Authorized Push Payment Fraud for detailed analysis. Due to the differences in fraud types, it is recommended to establish distinct fraud detection models for each type and to create a shared platform for credit card fraud-related data to enhance research progress in fraud detection. Finally, this practical report references anti-fraud strategies from the European Union and Taiwan, proposing the establishment of a new verification information platform and policy recommendations. The report suggests using information that fraudsters cannot obtain or alter as a source for verification and offers policy recommendations to prevent consumers from continuously providing verification, thus avoiding further complications caused by fraud.
