題名 The global trend and the local voice: Taiwanese faculty’s perception of and experience in the internationalization of higher education

摘要 As an engine of research and teaching at universities and a bridge between universities and students, faculty plays a pivotal role in the internationalization of higher education. However, scant research has been conducted, especially in the non-English-speaking world, on faculty members’ perception of this phenomenon and experience in this process. Taking Taiwan as a case study in Asia and of non-English-speaking countries, this paper examines the local faculty’s perception of and experience in the internationalization of higher education and reflects on the universities’ internationalization goals and strategies. In-depth interviews were conducted with 16 faculty members at 4 universities. The analysis shows that while the local faculty widely supported universities to internationalize and recognized the positive outcomes brought by this effort, universities’ homogeneous goal in internationalization and top-down policies, the Englishization approach, the highly quantified faculty evaluation system, the punishment-over-reward scheme, and the rigidity of the administrative structure often generated negative impacts on the attitude and action of the local faculty’s engagement in universities’ endeavor to internationalize. Furthermore, some faculty members were concerned of certain unintended effects, such as the marginalization of niche programs and the alienation between universities and local industries, in their universities’ pursuit of global ranking. Based on the findings, this paper discusses the impacts of universities’ internationalization on faculty’s working life, illuminates the challenges faced by universities and their faculty in non-English speaking countries aspiring to be new contenders in the global market of higher education, and concludes with a dialogue with the current literature.
