題名 民意與政策之互動：台灣民眾政策偏好與政府政策一致性研究

摘要 目前國內深入探討台灣民主轉型期民眾政策偏好的研究，其焦點大多放在國家認同、族群關係、政府體制、公民投票等重大政治議題上的衝突，但是現今的台灣歷經兩次政黨輪替，加上媒體發達，教育水準提升，民眾接收與分析資訊的能力劇增，因此會開始思考怎樣的政策有利於自己與整個社會，而不像以往容易被空泛抽象的統獨或認同議題牽著走，反而會花較多的時間去關心與自身息息相關的民生議題，此時了解民眾對各項具體政策的偏好，就變得十分有意義。
因此本文主要目的在於觀察當前台灣民眾的政策偏好與政府政策產出的一致性程度，以及民眾的政策偏好除了透過選票的方式，是不是還有另外表達的管道？如何表達？民意是否可以順利進入決策的核心，實質影響政府的決策制定？如何進入？在哪一個階段進入？政府官員對於民意的想法以及採納的情況為何？
為達上述目的，本研究透過相關電話訪問民調資料先觀察當前台灣民眾政策偏好與政府政策一致性的程度，發現民眾政策偏好與政府政策間確實存在不小的落差。另外，透過訪談在縣市政府政策過程中扮演重要角色的局處長與議員，發現民意在政府決策過程中的重要性亦不高，也可以說決策者對於民意還是抱持較為負面的態度。總而言之，本研究透過民意調查與質化訪談的方式初步觀察了台灣民意與政策互動的概況，發現其間連繫的強度尚有待加強。
