dc.description.abstract (摘要) | 本文試圖從趨勢研究的途徑考察中共統購統銷和農業稅興廢的舉措。本文認為,廢除農業稅與1985 年取消統購統銷一樣,皆顯示了農業不再作為工業積累犧牲品的趨勢,並將有利於農村市場經濟的進一步發展。另一方面,中共的國家權力將自1985 年廢除人民公社走向弱化以來,再一次強化對農村經濟活動的掌握,但出發點已不再是中共建政初期為求強力收取農業剩餘而導致的掌控,而是隨著農業經濟佔國民經濟比例的下滑、農村長期以來各種亂象,為求農村社會穩定所致。與此同時,中國大陸農村的市場經濟將被強化,國家能力與市場經濟發展這兩股力量相輔相成。 | |
dc.description.abstract (摘要) | This article explores the rise and the abolishment of the unified purchaseand agricultural tax in China. The author argues that the abolishment of the unified purchase in 1985 and agricultural tax in 2006 forced China to realize not to sacrifice the agriculture and the agricultural products. Meanwhile, the abolishment of cultural tax helped to strengthen the Chinese government to control rural area since the abolishment of People’s commune. The Chinese government tightens the control to rural area to assume the social stability. Accordingly, state and market in this case reinforce each other. | |
