摘要 　　一九九九年一月一日歐洲單一貨幣(EURO)的啟動，和歐洲經濟暨貨幣同盟(Economic and Monetary Union, EMU)的階段性完成，一股強大的歐洲政治經濟力量於焉產生，這不僅足以挑戰美國獨大的國際政經力量，也標示出歐盟將以經濟貨幣政策的統合為基礎，更進一步地朝政治同盟目標邁進。
