dc.description.abstract	都市規模分布是否為最適，是都市經濟重要課題，以往許多學者多以Pareto指數為依據，探討都市規模分布現象以及影響因素。惟Pareto指數的測試只能瞭解都市規模在空間分布 \n集中或分散的情形，無法判斷是否為最適狀態。本研究以都市階層模型為基礎，從都市生產力觀點探討都市規模最適分布之特性，建立都市規模分布最適指標，並以臺灣地區311個 \n市鄉鎮為對象，分析偏離最適之都市階層，計算所造成的社會福利損失，作為未來都市發展政策擬訂的參考。 \n
