| dc.description.abstract | 雖然官方所發佈的資料顯示，過去30年台灣地區的失業率一直維持於相當低的水準，但在就業者中，有相當比例屬低度就業者（部分時間工作者），而且台灣地區的勞動力參與率相對於先進國家偏低，因此存在大量的非勞動力。在這些情形下，台灣的失業率並不能真正反映此一地區人力運用的狀況，許多的失業可能隱藏於非勞動力之中，這一部分的失業人力在官方的失業統計中並無法顯示出來。由於非勞動力中隱藏相當數量的失業人力，官方失業率與真正失業率之間將會有一段差距。本文乃嘗試設計一種人力閑置率或未利用之勞動力儲備率，作為衡量台灣地區人力運用情況的另一項指標，以補現有失業統計於衡量人力運用程度上的不足。估算結果顯示，台灣地區的閑置人力數量還是相當龐大，人力閑置率也遠高於官方所發表的失業率。\n | |
