dc.description.abstract東亞各國因為人多地少,私權高漲,導致都市土地,無論在生產,分配與交易的階段均發生嚴重的問題,再加上土地政策中採取嚴苛的使用管制以及不當的漲價歸公辦法,益使問題加劇。結果導致生活品質惡化以及家庭無力自行購屋,而地主卻享受暴利。長此以往,國民的貧富差距必逐漸擴大,實質的資本累積必減少,經過分析,應厲行單一稅性質的地價稅,並使開發權收歸國有,如此方能有效解決東亞各國的都市土地問題。
