摘要: 少數民族地區因其「民族性」和「神秘性」這種「天然的」觀光資源優勢,吸引不同文化背景的觀光者。中國有1億少數民族群體,他們正在面臨著或者可能將面臨著觀光開發的趨勢,同時,他們也將面臨著觀光帶來的文化認同問題。\r\n如果觀光業得到負責任的管理,對少數民族文化生存的貢獻將是無價的。本研究從建構主義取經出發,分析少數民族觀光地如何通過文化公民權深化文化政策,構建少數民族群體的文化認同,同時討論「觀光」這種有明顯經濟導向的活動,在文化政策的制定和實踐中又起到了何種作用。研究以張家界2006年-2020年的文化政策為切入點,以「文化公民權」理論的內涵作為評量指標,分析文化公民權如何在文化政策中體現。同時,以「元宵花燈節」作為個案,檢視文化政策的實施是否賦權少數民族文化認同。\r\n研究顯示,張家界的文化政策覆蓋了基本的文化需求,但只關照到基礎的文化權利,文化政策將文化理解為最基本的生活方式,但未保障文化生活存續的更高層次的條件,忽視了能夠激發民眾的主觀積極性,從而參與到文化生活和形成有效的反饋機制之方面。文化政策有待在加強賦權方面進一步完善。\r\n觀光作為張家界的支柱產業,分解了文化權利,亦帶動了文化政策的完善。少數民族的文化認同在發展觀光之前呈現較強的策略性和情境性,觀光業的發展為張家界人民的整體經濟水準提供了助力,也為少數民族的文化認同提供新的聯結。在以觀光為支柱的發展基調下,充分承認文化權利所附著的經濟利益,文化事業產業在市場經濟條件下才有自行打拼的充足動力。\r\n同時,對身處張家界的少數民族居民而言,元宵花燈節是其文化傳統根深蒂固的一部分,在情感、認知和意向三個層面都表現出了高度的文化認同。因此,在文化政策的制定過程中,應重視傳統節慶的打造和實踐過程,實現節慶在文化認同中「借力」的作用。
