dc.description.abstract中共原來設計新華社《內部參考》負擔下情上達的任務，以反映輿情，其刊載的文字可能對黨性不強的一般幹部和人民起顚覆作用，因此僅限地委以上幹部能夠閱讀。在實際過程中，《內部參考》成為上下層幹部之間的訊息聯絡渠道，的確有助於政策的實行，但也負擔了上情下達的功能。制度上的缺失及越來越左的政治氣氛讓《內部參考》的功能趨向上情下達。大躍進時期，毛澤東濫用《內部參考》施予下級幹部壓力，使《內部參考》的性質發生轉變，成為助長大躍進浮誇風的刊物。zh_TW
