dc.description.abstract	平價住宅非社會住宅\r\n談社會住宅時，常常會以台北市四處以低收入戶的平價住宅計畫\r\n為例，這是1970年代聯合國在台灣推動社區發展「掃貧方案」留下的產\r\n物。但我認為社會住宅的關鍵不在於它的福利救助性質，而在於它以\r\n「公共化」策略補足住宅需求被高度市場化之後的不足。但這個公共化\r\n不應該是國家監控的機制，而應該是社區營造與民眾培力的過程，這\r\n個社會過程才是社會住宅的關鍵。	-
