圖書館設立及營運標準之評價

Abstract

圖書館設立及營運標準法規係各類型圖書館經營發展的基礎，本篇文章主要目的在瞭解正當法律程序在臺灣圖書館行政法規的意涵，進而評釋圖書館設立及營運標準規定條文之內容，最後針對圖書館法律訂定新行政命令之迫切性提出中肯的建議。

Library Establishment & Operation Standard Regulation is the basis of management and development of all types of libraries. The major purpose of this article is to understand the due process of law principle of the Taiwan library regulation and comment on the clause of Library Establishment & Operation Standard Regulation. Finally, this paper offers some suggestions to help draft the new regulation in library act.
