摘要: 臺北市長柯文哲以公民參與和開放政府作為核心價值,極力推動參與式預算和智慧城市兩項政策。前者使民眾有權力決定一部分公共預算之運用,促進公民對公共議題的重視;後者為在資通訊科技的蓬勃發展下,智慧城市儼然成為全球治理新趨勢,臺北市政府資訊局在2016年委外成立臺北市智慧城市專案辦公室,讓臺北市成為新興資通訊科技的Living lab。參與式預算與智慧城市皆運用私部門專案管理,將案件構想鏈結實際實行步驟,提升執行效率並確切實踐。然而,參與式預算的專案管理採用臺北市政府內的行政機關為主責機關進行協調管理,而智慧城市專案辦公室乃是委外單位,故本研究將以此作為探討專案管理在臺北市政府體制內、外運用情形,深究此管理模式在政策執行時應用之現況。本研究運用深度訪談,檢視參與式預算與智慧城市專案辦公室在專案管理十大知識領域以及五大過程組之對應表49項子流程運用情形是否有所差異,與造成差異之因素為何。析探兩者運用專案管理之現況,希冀以公部門之視角,將組織性專案管理成熟度模式(OPM3)概念轉譯,革故鼎新,發展蘊含公部門特質之專案管理衡量框架。\n本文立基於過往文獻基礎上,原認為由機關內部執行的參與式預算,運用專案管理程度應偏低,然以宏觀角度檢視實證資料後,發現參與式預算與智慧城市專案辦公室應用專案管理各面向大致雷同。若更深一層以微觀研析,兩者細部子流程運用情形存有差異,亦即縱使運用相同面向,但背後成因卻有所區別,為組織型態產生之差異。另也發現兩者在公部門脈絡底下於利害關係人管理及溝通管理皆呈現重要性。本研究綜整梳理兩者實務模式,作為回應組織性專案管理成熟度模式(OPM3)之基礎。最後建議能調整量表尺度與測量模式,將用語抽換成公部門詞語,適時更新衡量題項,符合實務趨勢因應變化莫測的社會,以達成良善治理之願景。
The mayor of Taipei city, Wen-Je, Ko, takes citizen participation and open government as its core values, and strongly promotes the two policies of participa-tory budgeting (PB) and smart cities. The former gives the people the power to de-cide the use of a part of the public budget and arouse attention of the public to public issues; the latter, with the vigorous development of information and com-munications technology, smart cities have become a new trend in global govern-ance. The department of Information Technology in Taipei City Government out-source to establish Taipei Smart City Project Management Office (Smart City PMO) in 2016, making Taipei a living lab for emerging information and commu-nication technologies. PB and Smart City PMO use private-sector project man-agement to link the idea of the case to the actual implementation steps to improve execution efficiency and practice exactly. However, PM in the implementation of PB adopts an administrative agency as the main responsible agency to coordinate management within the Taipei City Government, and Smart City PMO is an out-sourced unit. Therefore, the goal of this study is to explore the application of PM within and outside of the government administrative system in order to investigate the current status of the different PM model in policy implementation.\nThis research uses in-depth interviews to examine whether there are differ-ences in the application of 49 sub-processes in the ten knowledge areas and the five process groups of the project management by PB and Smart City PMO, and the factors that cause the differences. Analyze and explore the status of the two organizations use project management, hoping to translate the concept of the Or-ganizational Project Management Maturity Model (OPM3) from the perspective of the public sector, innovate, develop a project management measurement frame-work with public sector characteristics.\nBased on previous literature, this article originally thought that the PB im-plemented by the agency should have a low level of project management. After reviewing the empirical data from a macro perspective, it is found that PB and Smart City PMO application project management are roughly the same in each aspect. If we take a deeper level of micro-analysis, there is a difference in the use of the two organizational details and sub-processes, that is, even if the same aspect is used, the underlying causes are different, which is the difference in organiza-tional type. It is also found that the two organizations are both important in stake-holder management and communication management under the context of the public sector. This study comprehensively sorts out the two organizational practice models, as the basis for responding to the Organizational Project Management Maturity Model (OPM3). Finally, it is recommended to adjust the scale and meas-urement mode of the scale, change the language into public sector words, and up-date the measurement items in a timely manner, in line with the practical trend and adapt to the unpredictable society, in order to achieve the vision of good governance.
