| dc.description.abstract | 我國對於外國人入國工作之政策目標，雖不甚具體，但積極開放引進高階人才之大方向是為正確，惟在法令不周全、組織體系未整合、缺乏積極誘因及國人對於外籍勞動力入國政策立意不甚明確下，使整體政策僅停滯於管制措施的執行，未能達到政策原意及精神。時至全球步入知識經濟及我國邁向技術密集、商業及服務業為重的產業結構趨勢下，勞動結構轉型以專業技術人力資源需求為主，政府當局實應儘速完整規劃長遠性的人力政策。\r\n\r\n全球化造就了一個流動的競爭世代，迫使各國不得不面對最基本的問題－「經濟」及「國家生存」。有效的引進外國人才政策，應考量產業發展走向，以決定引進的人才，同時採取積極措施，留住人才。未來我國應朝「以特定人才，輔助重點產業發展」為政策主軸，逐漸減緩藍領勞工之引進，建構引進外來高階人力及基層勞動者之配置模式，採取年度定期檢討方式，使政策更具可預測性及反應力，並以短期、中期及長期計畫性措施，由上而下，由內而外，培養國人全球化挑戰的憂患觀念，營造良好的居住及工作環境，建立友善而包容的氣氛。 | zh_TW |
