dc.description.abstract人力資源乃每個企業內最重要的資產,企業若欲達成提昇績效之目的,則必定需要具備妥善規劃的人力資源發展策略。中小企業乃我國經濟主體,其中電子製造業更是創造台灣經濟奇蹟之功臣,但由於種種內部以及外部限制,加上人員流動率高且資金不足,企業主辦理教育訓練之意願相對較大型企業為低,然而人力資源發展應該視為一種長期的過程,雇主應將投資之目標由機械設備改良轉為員工素質之提昇。\r\n國內外探討人力資源發展及教育訓練之文獻眾多,但多數為針對大型企業所進行之研究。因此本研究從蒐集人力資源發展之定義及規劃方式出發,先探討人力資源發展之定義與內涵,接著進一步研究中小企業界教育訓練特性,根據所蒐集的文獻作為研究架構及理論,設計問卷並針對符合我國中小企業定義之六家電子製造業進行訪談。透過深度訪談,了解業界於規劃、執行以及評估教育訓練制度時之步驟和困難點,並且交叉比較同為中小企業,規模之大小對企業人力資源發展計畫之影響。\r\n研究結果發現,在規劃面而言,中小企業多半無專人負責,且不重視員工需求,但是由於企業組織扁平,因此部門主管逕行規劃之教育訓練多半能符合企業需求,而除了教育訓練之外,其他人力資源發展之活動均未能有所規劃。在執行面,多以在職訓練或導師制為主,並且於訓練執行前已選定成效評估之方式。在評估面,受訪單位大多表示無特定評估方式及時間點,均由各部門主管視員工之工作表現是否改善而定,並且認同訓練成效確實符合企業需求。在困難面而言,小型企業表示經費及人力不足為最大困擾,較具規模之中小企業則認為部門主管支持度不足、作業流於形式以及轉訓無法落實等三點才是教育訓練進行之阻礙。zh_TW
