dc.description.abstract小布希政府的亞太戰略，係在拉攏日本、南韓、澳洲及其他民主盟友，以制衡「中共及北韓」。美國在亞洲的安全架構是透過美國與日本、南韓、澳洲等雙邊同盟關係為支架而建立的。美國是以「美日同盟」處理東北亞，「美韓同盟」穩定朝鮮半島，「美澳同盟」經營南太與北控東南亞，再輔以與部分東南亞國家簽定的雙邊條約或合作關係，而共同維護亞太區域的和平與穩定。\n\n大半個20世紀裡，東北亞幾乎是強權於亞洲進行角力的必爭之地，此地區的局勢如下：（一）四大強國（美國、俄羅斯、中共、日本）均在此區域競逐；（二）朝鮮半島南北持續軍事對峙，一旦發生嚴重危機，很可能引爆使用大規模毀滅性武器的戰爭；（三）彈道飛彈設備的部署日趨密集；（四）台海地區危機四伏，軍事方面的敵對狀態很可能正逐漸加溫。\n\n東北亞區域非但未因美蘇冷戰結束，對抗格局而有所緩和，反而是潛在衝突的開始，包括朝鮮半島核武危機，飛彈防禦部署爭議、海洋領土主權爭議、台海兩岸衝突危機等不確定的因子，同時潛藏在區域危機當中尚有分離主義與恐怖主義等諸多問題，意味著東北亞區域和平與穩定充滿變數，也因此逐漸形成東北亞區域軍力的競相爭逐的局面。\n\n美國爲了因應這些挑戰，確保美國在亞太的利益，除積極強化在亞太地區的同盟關係；要求日本及澳洲承擔起更大的責任，更部署東北亞戰區飛彈防禦系統，防止大規模毀滅性武器之攻擊；而且推動「六方會談」來緩和朝鮮半島之緊張情勢；以「三公報一法律」穩定台海局勢，防止台海地區發生戰爭。\n\n東北亞的戰略重要性正持續提升中，是整個亞太地區能否維持和平、繁榮、安定的必要條件。因此，在錯綜複雜的東北亞情勢發展中，台灣絕對不能置身事外，必須對東北亞地區的情勢發展，保持高度的關心與瞭解，並且與各國為鄰為善，面對中共外交一貫的打壓與軍事恫嚇上，應引導區域國家支持台灣立場與處境，進而拓展台灣未來發展的可能道路。\n\n關鍵詞：亞太戰略、國家戰略、東北亞安全、六方會談、美日安保zh_TW
