金融改革與財政改革對總體經濟的影響

Abstract

我國經濟成長面臨結構性調整問題，其中包括財政及金融結構問題。近年來因財政結構性失衡，以致財政政策無法有效應用於反景氣循環，更遑論促進長期經濟成長。此外，金融業逾期放款及呆帳問題，再加上平均報酬率遞減，不但影響金融穩定，而且信用及貨幣緊縮問題嚴重，更不利於企業融資及經濟成長。 本研究旨在評估金融改革與財政改革對我國未來總體經濟之影響。包括對促進經濟成長、改善失業情況、提升消費、刺激國內投資、解決信用緊縮及促進貨幣供給等問題之效果評估。期望本研究之評估結果可供決策單位作為如何持續推動相關改革工作之參考。 The Taiwan economy has faced structural problems, including financial and fiscal ones. Because of the imbalance of fiscal structure, fiscal policy cannot apply effectively on anti-business cycle or even on promoting economic growth. In addition, the non-performing loans, bad debts and the decreasing average rate of return not only affect financial stability, but also aggravate credit and monetary crunch. This has cause a negative effect on corporate financing and economic growth. The purpose of this research is to evaluate impact of the financial and fiscal reforms on Taiwan economy. The evaluations include economic growth promotion, unemployment improvement, consumption enhancement, domestic investment stimulation, credit crunch resolution and money supply increase. We hope the result of this research can provide consultation or reference to the decision authority about how to proceed the relative reform tasks.
