dc.description.abstractThe World Health Organization adopted the first global public health treaty, the Framework Convention on Tobacco Control (FCTC FCTC Framework Convention on Tobacco Control\r\nFCTC Fleet Combat Training Center\r\nFCTC Frankston Clay Target Club ), on May 21, 2003, during its 56th conference. The main purpose of the framework is to protect people from tobacco hazards by undertaking effective legislative and administrative measures and through international collaboration. Article 11 of the FCTC specifies that health warnings and messages on tobacco product packaging and labeling should be large, clear, obvious and concise; they should make up no less than 30% of the major visible area and be approved by a responsible governmental administrative authority (Strahan et al., 2002).en
