題名 打造攀爬知識經濟之階梯─國家創新系統、人力資本及智慧財產權之統合分析

摘要   本文擬分析並討論由內生成長模型中所導引出知識經濟的實質內涵與影響經濟成長的關鍵因素,並針對其中公共政策所規範的產業發展與競爭規則(特別是智慧財產權)訂定作深入分析探討。文中首先對內生成長模型的理論及實證做一整理,接下來,再比對一國整體經濟,藉由經濟理論中所提及促進成長的決定因素,來分辦國家的創新要素之外,更進一步去瞭解並整理出研發個體以及彼此之間互動,所造成經濟實證所無法加以衡量及量化,關於知識品質的提昇部分。再者,從國家創新系統中,我們瞭解知識環節在產學合作是最弱的一個環節,以及人力資本應為我國競爭優勢,而本文著重討論人力資本的品質。再者,經濟成長除了經濟個體知識流動的速度及品質提昇是加速經濟成長的重點之外,對於整體經濟活動該如何規範以及設計誘因在知識為主要投入的經濟之下,智慧財產權的規範問題更顯出其重要的地位。最後,本文總整理國家創新系統、人力資本及智慧財產權部分對我國「知識經濟發展方案」做一通盤而具體的評議。
