題名 南海爭端與東協諸國國防政策研究

摘要 　　一、本論文研究南海爭端中的東協國家，包括已佔領南海島礁之越南、菲律賓、馬來西亞等三個國家。當南海發生衝突時，此三個國家之國防政策是否受其影響？由於各國在策訂國防政策時要考量的因素甚多，其內容也甚為廣泛。本論文選出幾項可能受南海爭端影響之內容，包括：軍文關係、外交同盟、武器採購、兵力態勢、軍備管制等六項作為觀察其影響國防政策之指標。
     　　二、南海地區除了在政治、經濟、心理、軍事上具有極高的戰略價值外，而引起周邊國家爭相奪取最主要的原因，是由於其扼控太平洋至印度洋之主要航線，及在南海周邊地區不斷發現之石油能源，遂使南海地區主權之爭日熾。
     　　三、後冷戰時期東協諸國之安全，從地緣政治因素來看，中共成為東南亞區域既將崛起之強權。在冷戰初期，即使當時中共並無直接挑戰其主權及國家利益的可能，但東協諸國的政治、軍事領袖們都害怕中共暗中援助其國內之共黨叛亂團體。自一九八０年代中期開始，中共逐漸在區域內展現出強權之姿態；尤其從一九九二年通過毗連區法案，更將整個南海區域納入其領海範圍，並聲稱其有權驅逐任何佔領該領海的外國人，此項作為使所有的東協會員國，均將成為中共的鄰國，加上近年來中共軍備擴張及單方面奪取南海島礁之行動，更引起東協國家之恐慌。
     　　四、已往美國在南海問題上一向是採取「中立」的立場，但隨近年來南海情勢的升高，至二０００年，觀察家的看法是，美國已由「積極中立」轉向「積極關切」南海情勢的發展，並走向積極介入南海問題的方向。
     　　五、東協國家在南海爭端上採取的策略：一是，召開「處理南海潛在衝突會議」，東協國家是企圖透過該項會議使南海問題國際化；二是，運用聯誼手段凸顯南海爭端上之問題；三是，阻止中共勢力繼續進入南沙群島，及維持東協各國佔有現況。這是東協企圖透過集體力量對南沙問題表態的最明顯作法。
     　　六、本論文根據軍文關係、外交同盟、武器採購、兵力態勢、軍備管制等六項觀察指標。研究發現越南、菲律賓、馬來西亞等三個東協國家之國防政策制訂，是受到南海爭端之影響。

dc.description.abstract (摘要) 　　一、本論文研究南海爭端中的東協國家，包括已佔領南海島礁之越南、菲律賓、馬來西亞等三個國家。當南海發生衝突時，此三個國家之國防政策是否受其影響？由於各國在策訂國防政策時要考量的因素甚多，其內容也甚為廣泛。本論文選出幾項可能受南海爭端影響之內容，包括：軍文關係、外交同盟、武器採購、兵力態勢、軍備管制等六項作為觀察其影響國防政策之指標。
     　　二、南海地區除了在政治、經濟、心理、軍事上具有極高的戰略價值外，而引起周邊國家爭相奪取最主要的原因，是由於其扼控太平洋至印度洋之主要航線，及在南海周邊地區不斷發現之石油能源，遂使南海地區主權之爭日熾。
     　　三、後冷戰時期東協諸國之安全，從地緣政治因素來看，中共成為東南亞區域既將崛起之強權。在冷戰初期，即使當時中共並無直接挑戰其主權及國家利益的可能，但東協諸國的政治、軍事領袖們都害怕中共暗中援助其國內之共黨叛亂團體。自一九八０年代中期開始，中共逐漸在區域內展現出強權之姿態；尤其從一九九二年通過毗連區法案，更將整個南海區域納入其領海範圍，並聲稱其有權驅逐任何佔領該領海的外國人，此項作為使所有的東協會員國，均將成為中共的鄰國，加上近年來中共軍備擴張及單方面奪取南海島礁之行動，更引起東協國家之恐慌。
     　　四、已往美國在南海問題上一向是採取「中立」的立場，但隨近年來南海情勢的升高，至二０００年，觀察家的看法是，美國已由「積極中立」轉向「積極關切」南海情勢的發展，並走向積極介入南海問題的方向。
     　　五、東協國家在南海爭端上採取的策略：一是，召開「處理南海潛在衝突會議」，東協國家是企圖透過該項會議使南海問題國際化；二是，運用聯誼手段凸顯南海爭端上之問題；三是，阻止中共勢力繼續進入南沙群島，及維持東協各國佔有現況。這是東協企圖透過集體力量對南沙問題表態的最明顯作法。
     　　六、本論文根據軍文關係、外交同盟、武器採購、兵力態勢、軍備管制等六項觀察指標。研究發現越南、菲律賓、馬來西亞等三個東協國家之國防政策制訂，是受到南海爭端之影響。		zh_TW
