題名 促進中巴兩國經貿合作之策略研究－以加工出口區為例

摘要 　　這些年來，中華民國及巴拿馬兩國經貿關係受到許多外力因素的影響，尤其是中巴雙邊政府同意在巴拿馬運河歸還區發展大衛堡加工出口區的計畫之後，兩國之雙邊貿易總額及投資等方面都有很大的變化。本研究從實際統計資料瞭解目前的狀況，探討中巴兩國經貿合作關係及遭遇的問題與改進的可能性，並進一步探究中華民國對巴拿馬之經貿政策、台商對巴拿馬經營環境之評價、影響台商投資巴拿馬之因素以及目前經營上所面臨問題。透過歷史研究、次級資料分析、以及親自到巴拿馬所進行的問卷調查與深入訪問約談等方式，以對相關問題作深入的探討。\r\n　　本研究從實際統計資料，瞭解中巴兩國經貿現況，探討兩國經貿合作關係及遭遇的問題與未來改進之方向。透過歷史分析、次級資料分析、以及親自到巴拿馬所進行的問卷調查與深入訪談等方式，對相關問題作深入之探討。本研究針對巴拿馬政府，提出有關於國內經營環境、巴拿馬加工出口區，以及中巴雙方政府應注意事項，以供雙方政府及未來想赴巴拿馬投資之台商參考。此外，本研究亦針對台商在巴拿馬投資時所遭遇之問題，如政府行政效率欠佳、政府所提供的資訊不足、以及加工出口區硬體設施建置不足等議題，提出探討與建議。\r\n　　總而言之，本研究希望在經濟利益與外交利益兩方面，都能促進兩國國民之相互瞭解，進而加強兩國之邦交。本研究之結果，不僅能使兩國之經濟利益獲得提升，同時對於兩國外交關係之維繫亦有重大貢獻。
