摘要 二十世紀的現代政府在價值轉變、社會發展、經濟混合、政治過程、科層習性等五類宏觀因素的交相牽引連鎖下，徵收社會眾多資源，主導社會發展，慣稱為「大政府」 ( Big Government)乃是極自然之事。政府職能擴張後，愈來愈多的公共問題必須要為政府重視，進而納為政策議題並採行適當的施政計畫，經由
