摘要 教育預算（budgeting）為教育行政的主要事項之一，但長久以來國內的研究大多僅限於教育經費方面，對教育預算制度進行較有系統研究者甚少，而以比較法進行國與國之間教育預算制度比較者更不多見。隨著社會更趨民主化、多元化，教育制度也面臨許多改革，而教育預算制度的改革，將是重要的一環。
     本研究除第一章緒論外，第二、三、四章，分別就我國、美國與英國三個國家，分析其中央與各級地方政府的教育預算制度的現況。第五章則就前面三章分析結果加以比較與討論。第六章再歸納出研究結論，並提出改進我國教育預算制度的建議。
     本教育在教育預算內容方面歸納出八點結論：(1)中、美、英三國中央政府教育預算包含的範圍不同。(2)中、美、英三國各級政府負擔教育經費的權責不同。(3)美、英二國大學校院對政府的財政依賴遠低於我國。(4)美、英二國政府對大學校院學生的獎助與貸款比我國重視。(5)近十年來，我國教育經費成長率遠高於美、英二國。(6)中、美、英三國中央對地方教育補助均為特定補助。(7)美、英二國一般補助制度額為健。(8)我國中央對地方教育補助的監督，兼採美、英二國的辦法。
     本研究在教育預算編製方面歸納出十點結論：(1)中、美、英三國教育預算會計年度不同。(2)除美國地方學區外，中、美、英三國各級政府教育預算均未獨立。(3)我國教育概(預)算核定權的行使多採「首長制」,美、英二個多採「合議制」。(4)我國行政院及省市政府核定教育概算所花的時間,遠比美、英二國為長。(5)中、美、英三國大學校院預算自主的程度不同。(6)美、英兩個政府對大學校院的預算結構,分為「基本運作經費」與「特定項目經費」兩大類。(7)英國中小學預算編製方式,比中、美兩國較具自主性。(8)中、美、英三國教育預算編製方式,均採「複式預算」、「績效預算」與「設計規劃預算」的精神。(9)美國高等教育預算編製採「政府管制模式」,英國高等教育預算編製採「市場模式」,我國高等教育預算編製採「政府機關模式」。(10)美國中小學教育預算編製模式可稱之為「公式型模式」,我國則為「政府機關模式」。
     本研究在教育預算審議方面歸納出五點結論：(1)中、美、英三三國教育預算審議的重心不同。(2)美國國會專業幕僚單位及人員比我國及英國健全。(3)美國國會對教育預算審議的程序與方式比我國及英國複雜。(4)美國議會對預算案修正的權限比我國及英國大。(5)美國教育預算審議制度可稱之為「總統制模式」,英國教育預算審議制度可稱之為「內閣制模式」,我國則可稱之為「混合制模式」。
     最後,本研究提出十點建議,做為改進我國教育預算制度的參考：(1)宜鼓勵國立大學校院積極尋求社會資源。(2)宜增加對高級中等以上學校學生的獎助。(3)教育補助應建立在健全的一般補助之上。(4)宜適度提高大學校院預算自主權。(5)宜縮短各級政府審核教育概(預)算的時間。(6)教育概(預)算的核定宜多採「合議制」方式。(6)宜加強教育計畫與預算的配合。(7)宜增加各級議會專業幕僚人員。(8)可考慮舉辦教育預算公聽會。(10)進一步研究建議：親自前往美、英二國考察；進步研究其他國家的教育預算制度。

dc.description.abstract (摘要) 教育預算（budgeting）為教育行政的主要事項之一，但長久以來國內的研究大多僅限於教育經費方面，對教育預算制度進行較有系統研究者甚少，而以比較法進行國與國之間教育預算制度比較者更不多見。隨著社會更趨民主化、多元化，教育制度也面臨許多改革，而教育預算制度的改革，將是重要的一環。
     本研究除第一章緒論外，第二、三、四章，分別就我國、美國與英國三個國家，分析其中央與各級地方政府的教育預算制度的現況。第五章則就前面三章分析結果加以比較與討論。第六章再歸納出研究結論，並提出改進我國教育預算制度的建議。
     本教育在教育預算內容方面歸納出八點結論：(1)中、美、英三國中央政府教育預算包含的範圍不同。(2)中、美、英三國各級政府負擔教育經費的權責不同。(3)美、英二國大學校院對政府的財政依賴遠低於我國。(4)美、英二國政府對大學校院學生的獎助與貸款比我國重視。(5)近十年來，我國教育經費成長率遠高於美、英二國。(6)中、美、英三國中央對地方教育補助均為特定補助。(7)美、英二國一般補助制度額為健。(8)我國中央對地方教育補助的監督，兼採美、英二國的辦法。
     本研究在教育預算編製方面歸納出十點結論：(1)中、美、英三國教育預算會計年度不同。(2)除美國地方學區外，中、美、英三國各級政府教育預算均未獨立。(3)我國教育概(預)算核定權的行使多採「首長制」,美、英二個多採「合議制」。(4)我國行政院及省市政府核定教育概算所花的時間,遠比美、英二國為長。(5)中、美、英三國大學校院預算自主的程度不同。(6)美、英兩個政府對大學校院的預算結構,分為「基本運作經費」與「特定項目經費」兩大類。(7)英國中小學預算編製方式,比中、美兩國較具自主性。(8)中、美、英三國教育預算編製方式,均採「複式預算」、「績效預算」與「設計規劃預算」的精神。(9)美國高等教育預算編製採「政府管制模式」,英國高等教育預算編製採「市場模式」,我國高等教育預算編製採「政府機關模式」。(10)美國中小學教育預算編製模式可稱之為「公式型模式」,我國則為「政府機關模式」。
     本研究在教育預算審議方面歸納出五點結論：(1)中、美、英三三國教育預算審議的重心不同。(2)美國國會專業幕僚單位及人員比我國及英國健全。(3)美國國會對教育預算審議的程序與方式比我國及英國複雜。(4)美國議會對預算案修正的權限比我國及英國大。(5)美國教育預算審議制度可稱之為「總統制模式」,英國教育預算審議制度可稱之為「內閣制模式」,我國則可稱之為「混合制模式」。
     最後,本研究提出十點建議,做為改進我國教育預算制度的參考：(1)宜鼓勵國立大學校院積極尋求社會資源。(2)宜增加對高級中等以上學校學生的獎助。(3)教育補助應建立在健全的一般補助之上。(4)宜適度提高大學校院預算自主權。(5)宜縮短各級政府審核教育概(預)算的時間。(6)教育概(預)算的核定宜多採「合議制」方式。(6)宜加強教育計畫與預算的配合。(7)宜增加各級議會專業幕僚人員。(8)可考慮舉辦教育預算公聽會。(10)進一步研究建議：親自前往美、英二國考察；進步研究其他國家的教育預算制度。		zh_TW
