題名 中共外交政策取向演變與其變數之研究(1982-1992)

摘要 本論文的主要目的，在於論述從一九八二到一九九二年中共的外交政策取向演變及其決策變數，以掌握當前中共外交真象和其策略，進而展望其未來發展的取向。本論文以系統理論和決策理論為主，並以歷史比較及政治文化為輔的研究途徑，將影響中共外交政策之因素作為系統之輸入變數，另將中共的外交政策取向、國家角色及外交目標等作為系統之輸入變數，圖藉此兩項變數，探討其互動關係及影響。全文可區分為七章二十節，總共十八萬字。主要內容如下：
第一章緒論：揭示研究動機與目的，研究理論與分析架構，概念界定。
第二章，中共外交政策與其取向演變：說明中和外交政策所反映的指導原則及目標，對其政策取向作一兼顧橫切面與縱切面的回顧。
第三章中共和的世界觀：吾人將中共的世界觀視為中共外交政策輸入變數中持續性核心變數，並從考察以傳統中國世界觀，以及馬列主義和毛澤東思想的意識形態等二種核心因素構成中共世界觀的內容中，發現此變數在中共外交政策的形成、制定與取向演變的過程中，雖然迭經多樣變形，但是實踐證明該二種核心因素更具有持續性、關鍵性的影響力。
第四章中共外交政策變數：在轉變性輸入變數方面，本文概以1-國內政經環境2-國際環境3-權力4-中共外交決策者，探討其與中共外交政策之互動關係，可發現每一項變數均對中共外交政策取向演變具有影響，並且這些變數之間相互影響，在不時空背景之下，有其輕重不等的影響。
第五章一九八二年以來的中共外交政策取向：可分為「持續」、「轉變」、「調整」等三種「演變模型」。此期間所展現的「獨立自主外交」政策，雖偏離了過去革命外交路線，但其基本理念中仍保有和平共處五原則、反霸權主義等策略，這正是中共外交政策中一貫具有的「持續」原則。在外交政策運作的「轉變」上，可歸納為平衡、經濟、全方位、和平的政策取向。又自「六‧四」迄今，中共所處的國內外環境發生了重大的變化，導致其在外交政策上不得不有所「調整」。
第六章中共之情況認識、角色、目標、政策變數之間互動關係：根據中共的對內外情況認識和其外交政策取向演變產生的特徵做為基礎，吾人從宏觀與微觀的觀點針對中共國家角色與國家目標的變化，中共在具體的政策執行上所反映其認識、角色、目標、及政策變數間相關性等問題，加以分析。
第七章結論：綜合本論文的研究，吾人檢視中共外交政策取向的不穩定性與矛盾性，並掌握其決策變數的各種模式；使吾人對未來中共外交政策取向更具有客觀而合理的評估價值。

dc.description.abstract (摘要) 本論文的主要目的，在於論述從一九八二到一九九二年中共的外交政策取向演變及其決策變數，以掌握當前中共外交真象和其策略，進而展望其未來發展的取向。本論文以系統理論和決策理論為主，並以歷史比較及政治文化為輔的研究途徑，將影響中共外交政策之因素作為系統之輸入變數，另將中共的外交政策取向、國家角色及外交目標等作為系統之輸入變數，圖藉此兩項變數，探討其互動關係及影響。全文可區分為七章二十節，總共十八萬字。主要內容如下：
第一章緒論：揭示研究動機與目的，研究理論與分析架構，概念界定。
第二章，中共外交政策與其取向演變：說明中和外交政策所反映的指導原則及目標，對其政策取向作一兼顧橫切面與縱切面的回顧。
第三章中共和的世界觀：吾人將中共的世界觀視為中共外交政策輸入變數中持續性核心變數，並從考察以傳統中國世界觀，以及馬列主義和毛澤東思想的意識形態等二種核心因素構成中共世界觀的內容中，發現此變數在中共外交政策的形成、制定與取向演變的過程中，雖然迭經多樣變形，但是實踐證明該二種核心因素更具有持續性、關鍵性的影響力。
第四章中共外交政策變數：在轉變性輸入變數方面，本文概以1-國內政經環境2-國際環境3-權力4-中共外交決策者，探討其與中共外交政策之互動關係，可發現每一項變數均對中共外交政策取向演變具有影響，並且這些變數之間相互影響，在不時空背景之下，有其輕重不等的影響。
第五章一九八二年以來的中共外交政策取向：可分為「持續」、「轉變」、「調整」等三種「演變模型」。此期間所展現的「獨立自主外交」政策，雖偏離了過去革命外交路線，但其基本理念中仍保有和平共處五原則、反霸權主義等策略，這正是中共外交政策中一貫具有的「持續」原則。在外交政策運作的「轉變」上，可歸納為平衡、經濟、全方位、和平的政策取向。又自「六‧四」迄今，中共所處的國內外環境發生了重大的變化，導致其在外交政策上不得不有所「調整」。
第六章中共之情況認識、角色、目標、政策變數之間互動關係：根據中共的對內外情況認識和其外交政策取向演變產生的特徵做為基礎，吾人從宏觀與微觀的觀點針對中共國家角色與國家目標的變化，中共在具體的政策執行上所反映其認識、角色、目標、及政策變數間相關性等問題，加以分析。
第七章結論：綜合本論文的研究，吾人檢視中共外交政策取向的不穩定性與矛盾性，並掌握其決策變數的各種模式；使吾人對未來中共外交政策取向更具有客觀而合理的評估價值。		zh_TW
