摘要 本文以開放取用作為立論的出發點,討論此一理念在三個面向上的實踐:開放取用期刊、機構典藏與自我典藏;我們並且提出網路民主與學術自主兩項理念作為實踐開放取用的理論基礎。此外,我們針對學者自身的自我典藏做深入的論述並討論其進行的步驟。最後,我們論證參與機構典藏與自我典藏應是國立大學教師與研究員的義務,校方除宣導與鼓勵外,仍應採取強制作為。
Based on the notion of “open access”, this paper discusses the three practical measures in realizing its ideal, i.e., open access journals, institutional repository, and self-archive. We further enlist two concepts, “Internet democracy” and “academic autonomy”, as the theoretical underpinning for the open access movement. We then focus on the individual scholars’ self-archive and discuss the concrete steps towards its implementation. Finally, we argue that full participation by teachers and researchers within a public university should not only be encouraged but also required.
