摘要 臺灣的婚姻制度中，直至目前都僅承認一男一女異性戀的締結。歷來雖有同運人士與性別團體倡議應予以開放同性婚姻合法化，但均未成功。過往嘗試比較大的著墨是在社會運動上呈現，但在實質立法的推動上並未有顯著進展。
本研究以臺灣伴侶權益推動聯盟，推動多元成家中的「同性婚姻」為研究個案。探討伴侶盟推動立法的背景、議題設定過程與其政策論證又造成何種影響；同時擷取數個國外通過同性婚姻合法化的國家發展現況作為比較，接者則整理議程設定與政策論證文獻。另外，除了文獻檢閱外，本論文也對伴侶盟秘書長、立法委員與法務部法律事務司科長進行訪問，再將訪談內容與文獻進行涵攝，分為三節進行討論：1. 從意識到行動，探討伴侶盟的為何提起倡議、又為何是直接修改民法。2. 從公共問題到政策議程，將時間點劃分為伴侶盟法案被初次送進立法院、立法院開始實質審議兩段加以討論。3. 從政策倡議到社會影響，對伴侶盟的倡議行為進行評價，與分析造成的影響，並提出建議與預測。
研究發現，政治因素是影響此項倡議能否成功的重要因素。政策合法化的關鍵繫諸法務部與立法院的態度，政治氣氛於此舉足輕重，若是政治上認為屬於優先議題（例如時空背景有高度壓力），便會加速推展。再者，法務部立場影響立法速度甚鉅，倘若法務部遲遲未提出修法對案或持此議題保留態度，即便因應壓力必須要有些動作，該動作對修法進度仍無顯著幫助（例如再行蒐集世界各國立法例以為參考），就此而言，政策流亦是另一個觀察重點。第三，伴侶盟推動立法的倡議行為很大程度受到反對者論證影響，不論是消毒或是借力使力，這是一個特殊的呈現。第四，目前雖然尚未修法成功，但是整體看來氣氛正慢慢轉變（例如同性伴侶註記），因此伴侶盟的行動對立法順利通過是有正面影響的。
最後敘明研究限制並提出後續研究建議。本研究未對此議題持負面看法著進行訪談，是為限制；另如對此議題有興趣者，後續可著重在二次政黨輪替後，新政府的態度、同性伴侶法政策對伴侶盟倡議的影響，以及伴侶盟是否與其他非營利組織更廣泛的合作，以倡議聯盟方式壯大聲勢或與企業、文化界合作等三方面而為研究。

本研究以臺灣伴侶權益推動聯盟，推動多元成家中的「同性婚姻」為研究個案。探討伴侶盟推動立法的背景、議題設定過程與其政策論證又造成何種影響；同時擷取數個國外通過同性婚姻合法化的國家發展現況作為比較，接者則整理議程設定與政策論證文獻。另外，除了文獻檢閱外，本論文也對伴侶盟秘書長、立法委員與法務部法律事務司科長進行訪問，再將訪談內容與文獻進行涵攝，分為三節進行討論：1. 從意識到行動，探討伴侶盟的為何提起倡議、又為何是直接修改民法。2. 從公共問題到政策議程，將時間點劃分為伴侶盟法案被初次送進立法院、立法院開始實質審議兩段加以討論。3. 從政策倡議到社會影響，對伴侶盟的倡議行為進行評價，與分析造成的影響，並提出建議與預測。
研究發現，政治因素是影響此項倡議能否成功的重要因素。政策合法化的關鍵繫諸法務部與立法院的態度，政治氣氛於此舉足輕重，若是政治上認為屬於優先議題（例如時空背景有高度壓力），便會加速推展。再者，法務部立場影響立法速度甚鉅，倘若法務部遲遲未提出修法對案或持此議題保留態度，即便因應壓力必須要有些動作，該動作對修法進度仍無顯著幫助（例如再行蒐集世界各國立法例以為參考），就此而言，政策流亦是另一個觀察重點。第三，伴侶盟推動立法的倡議行為很大程度受到反對者論證影響，不論是消毒或是借力使力，這是一個特殊的呈現。第四，目前雖然尚未修法成功，但是整體看來氣氛正慢慢轉變（例如同性伴侶註記），因此伴侶盟的行動對立法順利通過是有正面影響的。
最後敘明研究限制並提出後續研究建議。本研究未對此議題持負面看法著進行訪談，是為限制；另如對此議題有興趣者，後續可著重在二次政黨輪替後，新政府的態度、同性伴侶法政策對伴侶盟倡議的影響，以及伴侶盟是否與其他非營利組織更廣泛的合作，以倡議聯盟方式壯大聲勢或與企業、文化界合作等三方面而為研究。		zh_TW
