| dc.description.abstract (摘要) | 國內有關工程採購案件之研究以競標機率或估價模型為多，對採購案件之預算金額、底價金額、決標金額與廠商成本間之相對關係的實證研究甚少。本研究利用臺北市政府自來水工程採購431件採購案件決標資料進行統計分析，再針對269筆管線工程採購案模擬廠商在完全串通與部分串通下，投標廠商間聯合行為對決標金額的影響進行實證分析。我們實證結果發現管線工程因多為採購內容相近之重覆性採購，不論是完全串通模式或部分串通模式，皆有不同程度的決標金額扭曲情形。假定預算金額、底價金額、決標金額與廠商利潤間有一適當比例關係，依據實證獲得的決標金額扭曲程度，我們推論底價金額可以再下降5%~12%，以抵銷廠商採取聯合行為時獲得的超額利潤。當廠商發現聯合行為的結果並不能顯著增加利潤時，採取聯合行為的可能性就會降低，間接促使政府採購環境趨向更為公平競爭的理論。 | zh_TW |
| dc.description.abstract (摘要) | Most studies of the construction procurement in Taiwan are concerned about issues of bidding probabilities or bidding price valuation. However, there are only few on the relationship among budgets, base price bidding, award sizes, and bidder’s construction costs. This study, based on 431 procurement cases of Government pipeline in Taipei City, seeks to answer whether the sizes of awards are affected by tenders’ collusive behaviors by simulating scenarios of the full and partial collusions during procurement processes. The empirical results show that award sizes of pipeline constructions are generally enlarged under different collusive modes. Through the various simulations, the study suggests that the base prices in the Government pipeline procurements could be 5%~12% lower than those in the data. As such, excess profits of collusive tenders could be reduced and collusive behaviors could be gradually eliminated. | en_US |
