dc.description.abstract (摘要) | The People`s Republic of China (PRC) applied for entry into the General Agreement on Tariffs and Trade (GA TT) in July 1986. The PRC`s bid raises some legal, economic, and political issues that have attracted attention and aroused discussions. From the international regime viewpoint, the author tries to answer two related questions: Has the PRC displayed any behavior that suggests it will comply with the GA TT regime? If it has, then to what extent will the PRC further foster this orientation after it becomes a member of the World Trade Organization (WTO)?Discussion will focus on the substantive norms of the GATT regime by which the PRC`S trade policies can be measured. The author finds that the Chinese government has adopted some policies compatible with the norms of the GATT regime, and the driving forces behind this behavioral orientation are the Chinese leadership, bureaucracy, and the international community, especially the United States. In the future, to the extent that these three forces all point to greater liberalization of PRC trade, it will further foster the adoption of policies compatible with the GATT regime. | |
