| dc.description.abstract (摘要) | This article seeks to address a gap in our understanding of how local property rights evolved during the Maoist era. This understanding is important if we are to know how stable and credible property rights accrued to local governments during the post-Mao period. The existence of such rights seems especially puzzling given the conventional understanding of the Maoist period as one where central-local interactions involving industrial property were arbitrary and unpredictable. This article applies a property rights analysis to examine the relationship between local governments and their industrial enterprises during the 1949-76 period. It looks at the allocation of management and income rights to provincial and local governments, and at the security and credibility of those rights. A main finding is that property rights in the planned sector of the economy did correspond with our conventional understanding. Local property rights in this sector tended to lack stability and credibility. However local property rights in the growing extraplan, extrabudgetary sector were different, enjoying greater security and credibility especially from 1970 on. This reading is consistent with recent findings of stable local property rights ar-Institute rangements in this sector during the post-Mao period, and shows there is a good deal of continuity in property rights arrangements from the 1970s to the 1980s. | |
