題名 南非種族問題與憲政改革

摘要 序言
南非共和國是在當今國際逆流環境下與我維持密切友好關係的重要友邦之一，亦為與我同樣堅決反共之國家；此一友邦得天獨厚，蘊藏及生產大量黃金、鑽石及其他現代工業不可或缺之重要礦產，又控制著戰略地位重要的開普航線，加上其軍事及經濟力量雄厚，是一不可忽視之重要國家。然而，此一友邦雖然經濟富裕，軍事力量強大，卻一直生存於內外安全威脅及國際政治、經濟抵制之恐懼之中，其國際處境上之困難，較我有過之而無不及。所以然者，實因其國內種族對立情勢不斷惡化及其種族政策不為國際間諒解所致。
南非的特殊情形，在現代史上實為罕例；當前世界上，某些國家如以色列、古巴及越南等，儘管亦普受國際間之抨擊，但這些國家至少有一大國為其撐腰，或得其他盟國之支持，故其生存發展沒有明顯之威脅；然而，南非則無盟國可言，不可能仰仗任一大國之全力支持；若非因其擁有鉅大之經濟資源，則它可能早已為國際社會所摒棄。隨著南非國內外各方情勢之演變，局勢發展已對南非白人政權愈來愈為不利；南非今後何去何從？白人執政者將如何求變以圖生存？又目前進行之憲政改革是否將帶來種族僵局突破之曙光並為白人爭取得足夠之應變時間？均為各方所關切之問題，我自更應對此一友邦今後之發展動向密予注意。
筆者潛心研究南非種族問題年餘之後，不惴淺陋以「南非種族問題與憲政改革」為題，將個人觀察及研究所得撰成碩士論文乙篇；由於初次習作，學識素養不足，加以時間迫切，倉促完稿，疏漏謬誤之處當在不少，尚祈師長及專家先進不吝賜正，幸莫大焉。
本論文承蒙金師 神保教授悉心指導，詳予批閱，得以順利完成，謹此向吾師致最高之敬意與謝忱。同時楊訓導長 逢泰多年之教誨鼓勵以及外交部領事事務司張司長 文中之指正啟迪，亦使筆者受益匪淺，併此致謝。
